Work under Jesse’s supervision included the new flyover ramps at I-170 and I-64, the new SPUI at Kingshighway, Big Bend, Hampton, the bridge reconstruction at Tamm Ave & Bellview Ave, extensive MSE wall construction, sound wall construction, new pavement, new signals & lighting, SWPPP management, detailed traffic control management, and overseeing the first Contractor Quality Management Plan of its kind.

This 50 Million Dollar project completed conversion of highway 141 to a 6 lane highway. This project included a 10 Million Dollar MSD Trunk line replacement. Due to the project’s impacts around streams and wetlands, the project team set goals to be the most environmentally friendly project possible. Initiatives included harvesting downed trees for lumber and furniture industries, using mulch berms to add second layers of erosion control for protected streams, recycled bottles for creek embankment stabilization grids, photocatalytic cement in a section of pavement to reduce CO2 levels, biodiesel in all equipment, intelligent compaction for earth work monitoring, paperless reporting for project files, and many other innovative environmentally sensitive solutions. The project was ultimately awarded the Governor’s Green Project.

Multiple sets of sound walls were also installed to protect noise levels at nearby subdivisions. New concrete pavement was placed throughout the project limits. Traffic management was a high project priority during this two year project which required innovative solutions to minimize workzone spaces to maintain full I-270 capacity. The use of impact attenuators in the form of jersey barrier design was implemented to allow for crash cushions that took up less space than the typical trash can styles.
This project replaced the entire decks for two major bridges crossing the Meramec River. This project utilized the first of it’s kind barrier relocation machine. This project replaced the entire decks for two major bridges crossing the Meramec River. This project utilized the first of it’s kind barrier relocation machine. Utilizing crossover pavement at either end of the bridge allowed for two lanes of traffic to remain open during both morning, and evening rush hour, the 3-lane section of pavement, and a bridge width able to accommodate 3-lanes, the barrier relocation machine would move twice a day shifting the barrier to provide for two lanes during each rush hour. Traffic flowed so well through this workzone that many motorist didn’t realize that there were only three lanes on this section of roadway.
Jesse was the appointed lead at both agencies to oversee the gathering of existing conditions for all St Louis Regional ADA facilities in the Rights-of-Way. Jesse was the appointed lead at both agencies to oversee the gathering of existing conditions for all St Louis Regional ADA facilities in the Rights-of-Way. Jesse managed teams of field staff to survey all corridors under the agencies maintenance obligation. Thousands of ramps, miles of sidewalks, & hundreds of intersections were surveyed and uploaded into databases for the full compliance survey requirements of the ADA Transition Plan and Self-Assessment obligations by law.
Jesse oversaw the rehabilitation of over a dozen projects in the 1M – 5M dollar range to rehabilitate residential streets composed of PCCP pavement. Jesse’s expertise in concrete pavements allow for the most economical solutions for cities and counties looking to maximize their restoration budgets.
Jesse is widely considered the regional ADA expert for design and construction of ADA facilities, having built nearly 50 projects through his combined employment, and trained over 2,000 design and field staff Nationwide in the rules of PROWAG compliance.

With a deep understanding of the LPA requirements, construction projects, documentation, field inspection and adherence to contract specifications, material inspection, material testing, SWPPP inspections, traffic control daily inspections, project start up and close out paperwork, all projects were delivered with first rate construction knowledge & oversight assuring the agency owners investment will last the full intended design life.
12 different parking lots were designed, or design assisted, by Jesse to receive concrete overlays at Metro Bi-State Development station lots, Parkway School District elementary lots, Hancock School District elementary lots, & Wings of Hope at Spirit of St Louis Airport.
